Job Summary: 

American Hospital Tbilisi (AHT) is looking for an experienced Chief IT & Information Security Officer (CITISO) who will create, support, and direct development of information systems short-and long-range plans in concert with hospital goals and objectives, ensuring protection of access to, unity, authenticity, confidentiality and continuous operation of information and information systems.


The scope of IT and Information Security management includes:

 * Internet Access and Security

Email Infrastructure & Support

* Backup Management, testing and reporting

Application Management

** Vendor Support and incident management liaison

* Infrastructure Support

** (Mail, website, etc.,)

* Network and Data Security

* Security Planning and Security Program Development

* Disaster Recovery & Planning

* On Site and Remote Client Service

24/7 System Monitoring and Response

* On-site System and Network Services

Server Management & Support

* Information storage management and optimization

* IT and Technology Project Management 

* Work plan reporting – monthly status reporting with annual accomplishment reports 


Main Job Duties and Responsibilities:

* Devise the hospital’s IT strategy and ensure that all systems necessary to support its operations and objectives are in place;

* Responsible for management of IT & Information Security Department specific projects, initial drafting and annual review of IT & Information Security policies and procedures, and monitoring and improvement of business processes;

* Direct the design, planning, implementation, and maintenance of the computing infrastructure that supports the hospital’s operations;

* Establish metrics for managing IT effectiveness and for measuring the impact of IT on the business;

* Maintain oversight of all IT projects, ensuring that commitments are properly planned, staffed, monitored and reported;

* Managing and overseeing IT processes including: system applications, training, systems maintenance and recovery, back-up, security, new system implementations and interfaces; 

* Oversee all technology operations and evaluate them according to established goals;

* Support the purchase of efficient and cost effective technological equipment and software;

* Inspect the use of technological equipment and software to ensure functionality and efficiency;

* Reduce the risk of technological breaches;

* Protect sensitive digital information;

* Make sure regulatory standards are met;

* Deploy and implement a disaster recovery plan in the event of a breach;

* Monitor the industry for developments in IT operations; evaluate and implement relevant new tools and service management frameworks;

* Select and oversee the training program of the department staff, including providing in-service education.


Qualifications:

Education and experience:

* Bachelors’ degree in computer science or computer engineering;

* 5+ years years of experience as CITISO or similar role;

* Certified Information Security Manager (CISM). 


Demonstrated Skills and Abilities:

Excellent knowledge of IT systems and infrastructure;

Good understanding of Local and International standards in IT Field;

Good understanding of Local and International Laws and Regulations in relevant area;

Background in designing/developing IT systems and planning IT implementation;

Solid understanding of data analysis, budgeting and business operations;

Superior analytical and problem-solving capabilities;

A strong strategic and business mindset;

Excellent organizational and leadership skills;

Outstanding communication and interpersonal abilities.
